So the landlords word means nothing then! Just start off lying to the tenant right from the start of the relationship!

Tenants frequently use the catching the LL off-guard and tossing out their requests, as a ruse to get what they want before the LL has an opportunity to review the request and make an informed decision. That's why all maintenance requests, short of flood, blood or fire, should be in writing, not verbal, extemporaneous, or immediately responded to. OP just learned a lesson.
