cracked microwave frame

The tenants moved out last week, and I found microwave plastic frame cracked. 1. Should I assume they broke it (vs. "wear and tear")since it wasn'r reported to me? 2. Replaing the frame (material and labor)will cost at least $170. But a new microwave like that would cost around $250. It makes more sense to buy a new one. Can I have the tenants pay $170 and add a $80 myself to buy a new microwave? 3. If so, how should this be handled in terms of process?

Yep, bill them to cost of the broken part. That's not wear and tear. The kick in the difference.
Personally unless it's a really high end place I'd let them provide their own microwave. I do provide microwaves in my apartments because I buy cheap little ones on sale at WM for like $25 and not too many apts come with them.
When they steal them I can buy a nice new one and the incoming tenant is really happy.

No, you will not be able to bill the tenant for a repair that will not be made. How old is the microwave? Is it depreciated out? The simplest way to handle this is not to replace it. When the tenant ask about it you can say it was damaged beyond repair.
