The FEMA representatives I met, during a flood situation, wanted me, the neighbor not affected, to tell them what they could do to help. I just asked them to stop blocking my driveway, put on some high boots, and park their vehicle on the road instead of blocking me from going to work. Then they wanted directions on where the flooding was? Needless to say, I am not impressed with FEMA.

If you have flood insurance through them, they will help. If you don't have flood insurance, I doubt if you will get much help.
