I know many have said not too, but I would change the locks if the person had not moved in. I would have also contacted the police if we had been threatened at least to file a police report just to have it on record.
I'm wondering if the LL did a criminal background check? This potential tenant may just be a bully - no money has exchanged - I don't know how the contract would be valid. But I would now do a criminal check and check up on the potential tenant to see how the application matched the facts.
