I don't know about NY but in Pennsylvania, they post a notice on the door several days prior to shut off. That gives you the info you need to stop the termination.

why don't you just move? No utilities, a lease without proper contact info for the landlord and an illegal apartment ... something is in it for you or you wouldn't be staying. Just curious what that reason is.

also, in your first shut off, you did not lose refrigerated foods with the power being off one day unless your refrigerator leaks air like a sieve
