Typically are LL supposed to put up blinds, or is it the tenants responsibility, if they want them to do it themselves?

If left to the tenants they will nail them up. Blinds are a disposable item for the most part. But if the tenants tear them up, charge them off the deposit.

Walmart sells $4-$8 blinds(for most std windows) that are relatively easy to install.

I leave window coverings up to the tenants

I provide the blinds. I end up replacing 2 or 3 with each move out. Including the cost of the time for my guy to go to Home Depot, stand around waiting for someone to cut them to width, bring them back, cut them to length and snap them in...they cost about $25 each.

I warn the tenants of this cost and recommend they take care to avoid breaking them. ... Usually they manage to leave the blinds..dirt, but intact

No, landlords are not expected to do blinds. Some tenants prefer curtains or a combination of blinds and curtains. How to dress a window is personal taste, and a LL can't know each tenants personal taste....

I put in mini blinds and have installed regular curtain rods with screws. But because I provide the blinds I rarely have tenants who do anything else. By providing a curtain rod I also reduce wear and tear on the window trim.
