I provide the blinds. I end up replacing 2 or 3 with each move out. Including the cost of the time for my guy to go to Home Depot, stand around waiting for someone to cut them to width, bring them back, cut them to length and snap them in...they cost about $25 each.
I warn the tenants of this cost and recommend they take care to avoid breaking them. ... Usually they manage to leave the blinds..dirt, but intact

Why put blinds up at all? Let the tenants do it.

I usually put up vinyl blinds for less than $5 from Home Depot or Lowes. In apts complexes it improves the looks from the outside-at least better than tacked up sheets, beach towels, flags, posters and tacky aluminum foil. If you don't provide window coverings I would at least specify in the lease that they put up blinds or curtains or nothing instead of the items mentioned above.

The time alone is more than $5.
Add in an hour of time and then gas...plus the cost of the blinds ...can't be done for $5
