I require every adult to submit an application , pay the fee, and clear credit check, background check, criminal check. An unemployed applicant is not going to pass.

Really, you could end up with the deadbeat as the tenant. Why go there?

Why not just let the brother move in? What could it hurt? He is not the one paying rent anyway.
