After a landlord informed the tenant within an email that 'you have been approved for my rental unit, and you can move into my rental unit on September 1st', could the landlord later refuses the tenant to move into the rental unit on September 1st? No!!!!!!!!!!!!!!!!!!!! The landlord could not do that, since this kind of act is an 'illegal eviction', which is totally illegal in MA!!!!!!!!!!!!!!!!!!

It's NOT an eviction if you haven't moved in (taken possession), don't have a signed lease, and haven't paid the rent or security deposit.

The email from landlord proves that the tenant had taken possession of the rental unit already

It's not any kind of an eviction. "If a landlord refuses to let you move in after she has taken money from you or has signed an agreement saying she will rent the apartment to you, the landlord may not be able to back out of the deal." This quote is taken from MassLegalHelp. But you have not given the landlord any money nor have you signed a lease. So, it's NOT an eviction, much less an illegal one.

It's not an illegal eviction, but the landlord could be liable for damages as the prospective tenant relied on words or actions by the landlord.

Meaning that, if you tell someone they can move in on Sept 1, and that person starts to make preparations (hire a moving company, give notice to their current landlord, etc.), and you back out, you can be held liable for damages.

Word to the wise: don't make promises that you don't intend to keep.

Not an eviction until after the tenant has moved in

Yeah, as pointed out below...mouthing off and messing up the move in before any things is signed and before money has changed hands is totally on the prospect. Notice the word "prospect" ... Not tenant

So...blow it, and you cannot move in

Agree; no ratification of lease and no exchange of money - so not an eviction; and not illegal.
