In New York you are required to provide potential new Tenants a copy of the last 12 months of the Utility Bills. How am I supposed to do this if it was in the Tenants name. The Utility company will not give it to me because it is personal information.

Ask the agency that requires this how to accomplish their requirement. That would seem to be an invasion of privacy since you would be giving potential tenants the prior tenant's bills. This could be wildly inaccurate as the prior tenants might not have been there for several months, or they might keep it at 68 degrees in the summer and 85 degress in the winter.
Many prospective tenants ask me the same thing. All I can do is guess since I do not have access to that information.

Sorry...you are not required to provide this. Who told you that?
If the prospect wants to know...tell them to contact the utility company.
And...tell whoever is handing you trash for information that their source is garbage
