No matter who signs you are going to have two tenants. So, get them both to sign if both completed the application. If both are not approved individually you should consider other applicants.

Another thing, when they both move in, one or the other will be moving out and asking you to "remove" them from the lease. Do not do it. Watch out for the "wife" to move out and the girlfriend to move in during the lease.
