What's wrong with updating tenant contact infomation, every landlord should keep their files updated just in case an emergency arises.

The mistake this landlord made was not gathering this information at application time in order to run the necessary credit and background checks.

Agreed. However, an emergency contact/information sheet does not include a social security number, especially considering that under normal circumstances, the landlord already has the SS#.
While not incredibly private, you do not want to keep someone's social security number all over the place on different forms.
Every year when I see my doctor I get an information update form to fill out, there is always a box for social security number, and I always cross it out. There is no reason to have this information written down every year. It does not change.
