You can also threaten to file a complaint with the Better Business Bureau. It may not be directly effective in getting your deposit back, but if they're concerned with their reputation in the business community, it might help.
If they don't respond to that, go ahead and file the complaint, as it may save another prospective tenant from falling victim to the same scheme.
