I think the OP said he was leaving for work when he happened across the tenant and utility company guy...I'd guess he had to go ahead and leave for work rather than be late and that's why he didn't stay. Just my guess.

that's why I also thought but I fail to understand why he would leave when something this important was happening right in front of him... and now trying to figure it out after the fact instead of the time when the individuals with the answers were right there.
