There are a couple of problems in this post.

1. Whenever repair work is done on my property i'm pretty involved. So I want to see the work. I want to see the work after. I want to see the results. So my suspicion is you weren't involved in the work.... I always stay on-site during the repair....

2. I would have posted something for the tenants explaining work being done and the possibility of no water... I would have provided some remediation in the event (i.e. a few gallons of water per unit "just-in-case").

3. Unfortunately yes, you should pay them something. 1/30th sounds reasonable.
