Sounds to me he does not want you to have the pet and he is using this to drop the issue. Since you have a good relationship it may be difficult for him to just say no so he is taking the wrong path and using an excuse to prevent the pet from being put into the house.
You're better off waiting to get the dog when you can find a new place.
