What you have here is not a liability problem. The plain fact is that your landlord's coming and going constitutes trespassing. Advise him that he is not allowed to come and go when he pleases. If he continues, make a police complaint. Put up some video recorders on the doors. You will need them as evidence of his illegal entry.

Yes it is. Because the documents the OP have fall under HIPPA, it's a very big deal.

    Which action is more likely to get the desired result? A complaint to the landlord or having the landlord arrested? Can you go to the police and complain that you have a liability problem?
