All of this is by email??

Before even hiring an attorney, contact this Department of Civil Rights on the phone or in person to validate the authenticity of the sender. Don't trust any phone number that may be in the email messages. I think this is nothing other than a scam.

There are many red flags here: communication from a state agency via email, an immediate offer to settle, and an immediate reduction in the settlement amount. This doesn't even sound like a complaint that a state agency would take seriously.

That said, if the message is from a state agency, hire an attorney today and get their help with this. If this is legitimate, you need advice from a legal professional.

Sounds like you're being scammed. Have you gone directly to the agency and spoken to them? I would look up the phone number of the agency in the telephone book and/or just stop in and explain that you think you're being scammed. The person never even saw the property or filled out an application.

The complainant does not have to see and/or apply for a rental to file a complaint. If indeed the OP received his communications from the civil rights group by email, I find that suspect. You should have received a letter by mail, likely certified mail.

There are testers every where who volunteer or are paid by civil rights groups to test landlords on any one of the discriminatory laws. Now you have to watch as they are now nailing landlords who do not allow pets or charge fees/deposits for service animals.

I read a question to attorney Reno on here asking about pet fees for service animals and even attorney Reno gave wrong advice. Not all attorneys are even familiar with these civil right laws and even some civil right lawyers never heard of this.

If you have not done so yet, get a lawyer or be prepared to settle with them. They aren't playing.
