Gina, you can contact a local tenant association and they can advise you on your rights. You may be able to file against your landlord to recover your added exspense.

there is a legal process in Pennsylvania when a tenant improves/makes habitable a landlord's property ... if she didn't follow the legal procedure, as she didn't make final move out arrangements, she's going to be out of luck.

a little communication on her part was all that was required ... she assumed the landlord could read her mind and that's why she has this problem. rather than asking around on a chat board, she should be in touch with the landlord to resolve the matter. the landlord wants his property back and he's following the legally required steps to get it.
