Trust me, when the HAC system needs cleaning because of tenant's neglect, I am well aware of it (because the tenant complains it isn't working properly) and it is returned to it's proper condition at the tenant's expense. So it is kept properly maintained and the tenant pays for his neglect, the world is as it should be.
