Starting out with a discussion about your light bulb expectation makes you look really cheap.

The best solution for you is to stop buying $8 light bulbs. If the tenants are good with the cheap replacement bulbs then cheap bulbs is what you should start them out with.

I'm not cheap...people who are cheap don't pay $8 for a light bulb, LOL. I'm just not going to let myself be ripped off by people who take $8 light bulbs (specialty bulbs for a high end light fixture) and replace them with dollar store specials. And my lease makes that clear.
