Can't argue with that. But that it comes down to counting bulbs is sad...
I'm probably breaking a federal law, but I do ensure all light bulbs are working when I rent (some of which might be on their last watt leg) and in return, I expect all lights to be working at the end of lease. Simple resolution, in my experience.
