Correct,

I've never been arrested or in trouble in my life. But my strong understanding is the police/judge/lawyers negotiate lower charges.

In some cases technicalities cause charges to be dropped all together.

So what actually occurred is usually much more severe than what the person is usually charged with.

Only a small number (under 10%) of crimes go to trial. The remainder are plea bargained to lesser offences.
