I have a person staying in one of the rooms in my apartment (each room has its own lease agreement.) or I should say he's actually squatting there. The previous tenant moved out a month ago and this guy has been staying there since. We are trying to get him to leave but he says he needs to be evicted.

The situation is weird though. Before I ever moved here this guy had lived here previously for the same landlord, failed to pay rent several months, and was previously evicted. So if he has already been evicted once does that ruling still stand? Should he not be here? If we want to make him leave again does he need to be re-evicted or does the first one still stand?

If he has already been evicted then the eviction still stands. You need to simply call the police and provide the legal paperwork from the courts.

How did you re-enter the place?

If you let him stay for any reasonable period of time, then the previous eviction is no longer valid

The day he returned you needed to get the old eviction order out and call the police. At that time he was "breaking and entering". But, it sounds like he has been there a while...so now you start eviction all over.

Then,
Do not let this loser return...not for any reason, not for any period of time. Not even as a visitor.

If you can not locate the paperwork for the previous eviction you can look it up on the county records. Get some proof of the previous eviction right away and try calling the police. Make the police aware that you have protested the squatters presence from the beginning and that he never had your permission to stay. But you must move quickly if you have any hope of the police helping you.

Most probably you will have to re-evict him. It appears you had let him stay. I had a similar situation. I got an eviction order at court, but the tenant paid rent after this order, then stayed without moving out. I went to the court to enforce the order one month later. The judge said I had to restart the process, though he promised he will speed up rather than let me go through the 2 month long ordeal. I did not restart, since the tenant changed his behavior after the eviction order. I will tell him leave by spring time.
