I had a non-married couple apply for my SFH. They filed out separate applications and paid the total fees. I had given them a deadline for an answer within 4 business days. On the third business day I requested more information from the male prospect to verify his employment and income.

He emailed that he is not allowed to provide me his supervisors information (He works for an HVAC company), and that they will continue their search, and for me to destroy the confidential information they supplied me.

I took this to mean that he would not provide what I needed to verify his employment and also that they are canceling their application.

Do I still need to send them a denial message? Or his email cancellation good enough?

If you are contacted you may reply that you are not able to process their application without the required information. If you have not spent the application fees you should return them. Refunding the fees would dismissed further consideration of the application.

Do not send a letter of denial because the applicants have not provided you with the information necessary to process the application.

why would you want his supervisor's info? I cannot imagine any business that allows anyone other than specific HR or management to verify employment.

You could have offered to accept a letter from the HVAC management on company stationary as proof of employment?

Hello, I am the OP. His company requires that you use the Work Number to verify income and employment. They wanted $35.00 for me to use the Work Number. My application states that any firm that requires using the Work Number the tenant pays the fee. He tried to get around this by having me use his personal log in. This personal log in failed to work and he would not assist me in getting it to work. Anyone could write a letter that states he works at this firm and makes this income. It could easily be faked. All the military tenants including those at high security commands gives me the C.O. name, address, direct phone number and email address. Why is an HVAC company so secretive? He was supporting a bunch of retail stores. And his girlfriend's employer had no problem in speaking with me and providing an email verification. And she works for an Air Force healthcare facility!

I would probably send a denial anyways that stated the application was incomplete and site the areas which were deficient. I would also site the conversation with regards to the prospect changing their interest in the property.

I wouldn't send a denial / rejection letter; as there is a liability.
However, I would send a letter confirming that they have withdrawn their application.
