If I had this situation - I wouldn't accept the letterhead as being verification of employment as it's so easy to fake. This person didn't complete the application process and would let it go at that. I would keep the application and attach a note with what happen. I do this as a matter of habit - so if a problem comes up later I don't have to figure out what the situation was.
Most companies aren't that secretive - They will tell you if the person works there and for how long
