The law isn't clear in Illinois regarding hold over. Looking if someone has experience in this situation.

You are in a little over your head. You need to see a lawyer if you do not want the tenant in your rental living for free in February.

    Even after quoting the state landlord/tenant law to her...she just cannot understand

    Getting a lawyer is the option left.
