Your 3.5 income ratio is higher than what I use. When my husband had the GI Bill sometime ago - I don't remember it being all that much and he used it to pay tuition and books. Admittedly it's been awhile, but he worked, I worked and for us we watched our pennies. At that time we rented a small place.

As a landlord, I would not count that income.

I use a 3.5 income ratio also.
I use to use 3x's but I found that tenants with 4xs really were much better at paying their rent on time. So I raised my standard to 3.5.
My properties range from mid 600s+. to 900. 3 times 600.=1800. By the time tenant pays rent and utilities over half their month income is gone.
