Do not respond to either one. Let all calls go to voice mail and do nothing if it is another one of those "complaints".
If they persist I complaining to you in person when you have to go over there...tell them you are not going to get involved in personal issues. Tell them to call the police if it is such a huge problem....but beware..do not file false reports.

This is not the right way to handle this. If you ignore the problem it will only get bigger and your best tenants will eventually leave to be replaced with those who are worse.
Try to discover the tenant that is making the most trouble and let his lease expire and do not renew it. Others will get the message and tone it down.
