It could be, but it also could not necessarily mean that. I have an older house with older plumbing, despite newer feminine products stating they can be flushed, the 70+ year old pipes in my house cannot handle them. They may work well with some of the newer pipes to the new codes, but not my older pipes.

I had the feminine products issue happen twice. I sent notices to all tenants of the property that all rents would go up if it happened again and reiterated the rules stating despite the packaging on those products, they are not to be flushed. Also, that all tenants are responsible for the actions of their guests.
