This does not apply to me the LL since the tenant copies his ID, not me. I had a colonel offer me a photo copy of his ID. He stayed with me for 2 years and he never went to jail, in fact he got promoted. Apparently the active duty members are not aware of this regulation.

I believe if you are in possession of the copied ID, you could be held guilty for having it in your possession. Why would you risk your lively hood because you think you are above the law?

Doubtful. You believe, but I am not above the law. Since the service member made the copy it does not apply to me.
Well the law clearly states that you cannot make a photocopy. The ID could be scanned into a PC and that would not be against the law because a scan without a copy is not a photocopy.
Also, a picture could be taken of the ID and that would not be against the law because a picture without a copy is not a photocopy.
The law/regulation is very clear.

Actually scanning or storing the copy would subject you to a greater violation and forfeiture of your possessions and a larger fine and imprisonment. There are no loop holes when dealing with Uncle Sam.
