Called the County Health Inspector on the tenant

What are your thoughts. The tenant refused me access to inspect the condo. The furnace tech noticed pet urine in the laundry room when he cleaned the furnance. The assoc. sent me a fine for the tenant not cleaning up pet waste outside. The neighbor noticed the then put a tarp on the balcony and has seen the small go to bathroom on it. Everytime the tenant denies having a pet. I called the Health Inspector. Do you think I was out of line to call the Inspector?
