Painting after one year is a bit odd, so you may want to find out WHY they are asking (and you may need to inspect)...but if they want to pay to have the unit painted, have them hire the people YOU use for painting. That way you know the work will be acceptable to you.

Write up an agreement that says they will create a statement of work with the Painter, but it must be approved by you prior to being done. In that agreement, you should also have a statement that the costs are incurred by the tenant and will not be reimbursed. Also, they will need to pay to have the walls returned to their original color at the end of the lease.
