Because they have been turned down by large apartment complexes and management companies for various reasons. And they think that a small, private owner that has houses or duplexes will not do an extensive criminal, credit, or employment check on them. They think we small LLs are as dumb as a box of rocks. ( Of course, we think that way about them, too. )

The US Census Bureau’s Property Owners and Managers Survey "Some 61 percent of single-family landlords don’t even consider the responses on the application form, and similarly half of landlords for two-to-four plexes don’t either. As a matter of fact, the majority of single-family landlords don’t even consider other criteria, income, rental history, and such Seventy-five percent of single-family landlords and 71 percent of plex landlords don’t even check to see if an applicant makes enough money to pay the rent. That means that almost two-thirds of landlords decide to rent to an applicant solely, with no other consideration, on the basis of the interview". "One telling statistic is how often landlords call the previous landlord for a reference and verification. While 84 percent of large apartment complex managers check landlord references, only 43 percent of single-family and 51 percent of plex landlords do". A survey put out by Zillow rentals showed that tenants and SFH landlords are both seriously confused about rental laws. Both answered about half of all questions incorrectly on a recent survey about renter rights and landlord responsibilities. (February 20, 2014) • 82% of renters / 76% of landlords lack understanding of laws on security deposits, credit and background checks. • 77% of renters / 69% of landlords lack understanding of privacy and access rights. • 62% of renters / 50% of landlords lack understanding of laws on early lease termination.

Those statistics are scary Dan...it's hard enough trying to do this the right way...I can't imagine doing it off the cuff the way some of these small landlords do.
