Tenants utilities cut off

Have tenants who wont pay rent and the property has trash everywhere now their utilities have been shut off because they haven't paid the bills. Can the health department force them out if I report them?

YES. You would need to notify the health dept. or your local housing inspectors. Habitability standards through out the country, say you need water for bathing, cleaning,cooking, and human waste removal. You also need electricity for going about your daily activities, and especially for keeping FOOD cold so it won't spoil and make someone sick. Health or housing officials will usually give people 48 hours to get the utils back on, before they issue a "placard" on the property, and tell the Ts to vacate the next day. They still may leave most of their "stuff" there, but they cannot "live" there. So you still may have to give them notices, and go to court to evict them. The official who issues/posts the placard can tell you more about the specifics.

I personally would NEVER purposefully involve government officials in my dealings ... one of those be careful what you wish for scenarios.

Stop being a lazy and cheap landlord. Do a proper notice and evict the T. Geez, Stop playing a victim, and handle the issue properly.
