When late fees are collected by the property manager for rents that are late, does all the money go to the landowner or does the property manager take a percentage, none of it, or all of it?

It all depends on what agreement you have with your property manager when you first hired them. Even if it was not addressed then, NOW is the time to negotiate the collection of late fees. And if you can't come to an agreement , you can always part company at the end of your agreement.

up to 6% in VA state based on my knowledge. But, two of my many concerns to Property Management are -

(1) Lease: usually Property Management would provide a rental Lease that is NOT always Landlord protected.

(2) Tenant screening: the credit report provided by Property Management is sometime neither accurate nor updated.
