If my tenant in NJ requests this because of their small child, do I install window guards on the inside of the apartment windows or the outside? By the way these are normal sash double pane windows.

Check your laws.
Many states only require child guards in multi family apt buildings not sfr's and only on openings over six feet above grade.
They also need to be fire egress capable
How they are mounted is usually flexible
I've mounted them on the inside so that the mini blinds can cover them
Inside mounting also protects a bit more against glass breakage.

If the tenant wants them then let them pay for them. And removal when they move out.
