David and Andrew,
if you have not put anything in writing up to this point with this tenant, now is the time. What I would do is write a letter that recaps the timeline of the incident; the measures you took to resolve the matter, respond to his demand for compensation but quote California Rental Law and what your responsibilities are to him and to your property. Lastly address your Lease/ or Rental Agreement and the provision regarding repairs, and the tenants responsibility to the property. This puts you both on an equal footing and allows you to take back control of the situation.
