Read the condo declarations. Sometimes maintenance is the responsibility of the Association, sometimes not. If it's your pipe, your responsibility to fix it. The other Owner could also open up his ceiling and cap off the pipe to stop the leak.

Then, you would haev to go back in the wall to get water back.
