In MN, you can split the cost of the electricty and bill the tenant. But, it is easier to just include it in the rent.

You took in a subpar renter. Probably sub-600 credit score, less than 3x the rent in income. It's time to cut your losses, and move on. Get a new renter. You cannot salvage a low income renter, you cannot make money on low-income.

Wait until you are ready. Keep her in for a few months until you can be ready to re-rent in the Spring. Even a partial rent now will be better then no rent. And no heat bills if she is paying. Plan the vacancy for your re-rent schedule, not hers.
