First, this is a landlord's site and as such not really appropriate for giving tenant's advice. That being said, if I'm understanding you correctly,...the adjacent 'problem' property is NOT owned by your landlord. I would start by having a calm conversation with your landlord about the problems and let your landlord deal with the adjacent landlord. Rodents, insects and other critters are a problem with multi- unit properties. Typically tenants are responsible for inside their unit and the landlord for outside. One bad tenant can create a problem for everyone. Your landlord has a vested interest in getting his neighbor to cleanup and maintain the problems.
