Much of what you are referring to should be covered in your lease. Any verbal promises are just that, nothing.

You should continue paying rent, or putting it in a escrow account if your State has such a thing. She cannot fine you, unless there is something in your lease that says she can. The cable company cannot violate City Codes, thay should know that. She cannot prohibit you from spraying. She cannot prohibit cable or phone from being installed.

You should consult a tenants rights attorney. You may be able to just get out of the lease. She is also initiating a peter of harrasment with all of the 'grounds keepers'.
