If this property has its own meter then I would strongly suggest you have the tenant put the utilities in their name. This way the tenant is in full control of what amount they use. If they over use then it is in their control to adjust.

Before you do though check with your utility company. If it is like mine the utility stays with the tenant. If they defalt it is their problem it is not attached with the house.

I have to also add, that screening is very important. If the utilities were attached to the house then it would be another point where the tenants credit score will tell you if they will pay their bills or if it will end up being your problem.
