Maintenance/Withholding Rent

My landlord has failed to respond to several written requests to repair several items in the condo that I lease, i.e., toilet tank running, dripping/leaking faucets, torn screen, etc. I understand that it is possible to legally withhold rent until repairs are made. With January 1st quickly approaching, I would like to know how to do this legally without jeopardizing my tenancy.
I am a great resident who pays my rent on time and takes great care of the property. I just want the repairs made. Please help!
