In Florida to withhold rent the place needs to uninhabitable which from the sounds of it yours is not so legally you cannot withhold rent. Yes, your LL should fix these problems but obviously he is not a good LL. If you are as good of a tenant as you say then you can threaten to move out if it is not done. If he still ignores your request then move or hire someone to do the repairs and eat the cost. No you should not have to do this but if you don't want to move you may have to. Just like tenants some landlords are good and some are not unfortunately.
