Replace the toilet supply stop valve. Replace it with a 1/4 turn ball valve. It's probably the washers in the multi-turn gate style fill valve. It could be the valve inside the toilet, but more likely the chrome stop valve against the wall. Also replace the supply line with a flexible braided stainless steel line.
