Having been in the position of a tenant who's security deposit was taken by an unreasonable landlord and am now a landlord. I think writing or speaking with the landlord might help; you have pictures of the basement so there should be no problem there.
a. Although you weren't asked about the keys there should have been a discussion of the change over of keys at some time when you told the landlord you were moving.
b. light bulbs are tenants resp., but there have been times I haven't bothered charging. A good tenant - I don't worry about a few dollars.
c. You should have notified the utility companies when you were moving out. They generally cut off the power/water or automatically change into the landlords name when they get notified.
Speaking to the landlord might help.
