The landlord can tell you to correct a problem if you are misusing or negligent in some way in your use of the heating, plumbing or A/C. If you leave the A/C running when you are not home, coupled with leaving your windows opens, it puts an strain on the unit that goes beyond normal wear and tear and accelerates it's need to be serviced (having to recharge it more frequently).
As for closing your windows when you leave the house, that's just common sense if your apartment has windows that can be easily reached. Two inches is more than enough to slip an hand under the sill and open it wider so someone can hop right in. Crime happens in very nice neighborhoods as well. Everyday you hear about more and more forced entries and burglaries in nice areas. Makes sense because it stands to reason people in nice neighborhoods have more and nicer stuff to steal than those in crappy hoods.
BTW, the far housing act prohibits discrimination in the sale, rental, and financing of dwellings, and in other housing-related transactions, based on race, color, national origin, religion, sex or familial status. It doesn't have anything to do with landlords asking their tenants to be responsible or correct a behavior.
