I know that several reporting agencies only pull records from the courts. They do not weed out which ones were dismissed.
I read an article recently that many people have been caught up in this sort of thing.

I have warned tenants in the past...the minute I file for the eviction it becomes part of their history.

The tenant has the choice to pay BEFORE I must go and file...or vacate BEFORE I must go and file.
