Send the pay or quit -- incarceration is not an excuse to not pay the rent. Tenant should have someone on the "outside" who is taking care of his business and paying his bills. Doesn't matter if he actually receives the p/q notice, matters only that you have served it propertly (mail and nail). Good luck.
